Team suggests changes in design of judges’ bungalows

GULBARGA: Chief Justice of the Karnataka High Court Cyriac Joseph and High Court judges Gopal Gowda and N.K. Patil, administrative judge of the Gulbarga district, on Sunday ordered for a few changes in the design of the judges’ bungalows at the new court complex and asked the Public Works Department and the contractor concerned to speed up the work on the buildings.

Mr. Cyriac Joseph, Mr. Gopal Gowda and Mr. Patil spent two hours on the new court complex site on Gulbarga-Afzalpur State highway on the outskirts of Gulbarga and went through the construction and design aspects of the buildings coming up.

Mr. Cyriac Joseph expressed displeasure over the design of the judges’ bungalows and limiting the accommodation to three bedrooms and pointed out that in Bangalore, each High Court judge’s bungalow had five bedrooms.

The judges’ bungalows at the new court complex in Gulbarga should have at least four bedrooms each and other amenities.

Approval

The Chief Justice suggested a few changes in the design and directed the senior officials of the Public Works Department to construct one more bedroom with attached toilet on the ground floor of the bungalow and send the design for final approval to the Chief Architect of the State and once he got the proposal from the Chief Architect, the final approval would be given immediately.

He directed that pending approval from the High Court and the Chief Architect, the officials could proceed with redrawing the design and take up work on the additional bedroom immediately.

Inquiries with the PWD officials revealed that there was no need to change the drawing or design of the building to include one more bedroom in the judges’ bungalows and the land allotted to bungalows had enough space to accommodate an additional bedroom.

Cost escalation

The estimated cost escalation due to the addition of one more bedroom would be around Rs. 10 lakh each. There were six judges’ bungalows at the new district court complex, they said.

Earlier, Mr. Cyriac Joseph, who visited the existing district court building at the district court complex before proceeding to the new court building complex under construction, inspected the facilities available there to start the circuit Bench immediately.

Mr. Cyriac Joseph directed the officials to complete the work on the court complex before the scheduled deadline of May 2008 to enable the High Court to take a decision on the functioning of the circuit Bench.

The judges’ team was accompanied by Deputy Commissioner Pankajkumar Pandey, Chief Executive Officer of the zilla panchayat P.C. Jaffer, Principal and District Sessions Judge H.S. Ramanna and other judicial officers. Later, the team left for Jewargi and Yadgir.
