Norms for enhanced calamity relief announced

Landslide, avalanche, cloud burst defined as natural calamity


CHENNAI: The State Government has announced norms for calamity relief, enhancing the financial relief granted under many categories, taking into account the revised guidelines issued by the Centre.

In the new guidelines, landslide, avalanche, cloud burst and pest attack (locust and rodent menace) have been included in the definition of natural calamity in addition to the existing ones – cyclone, drought, earthquake, fire, flood, tsunami and hailstorm.

A Government Order issued on October 29 by the Revenue Department says the next of kin of those killed in a calamity will get Rs.1 lakh. But this will not be applicable to an Indian citizen who dies abroad or a foreigner who dies in India.

The order comes into effect immediately.

Ex gratia payment for loss of limb or eyes will now be Rs.35,000 for each person (when the disability is between 40 per cent and 75 per cent – certified by a government doctor or a doctor from a panel approved by the government) and Rs.50,000 for a person when the disability is more than 75 per cent.

If a person suffers grievous injury requiring hospitalisation, he or she will be paid Rs.7,500 if the period of hospitalisation is more than a week and Rs.2,500 if it is less than a week.

The old, infirm and destitute will be given Rs.20 a day while children will get Rs.15 a day during the period of the calamity. If inundation continues for more than a week, families will be given Rs.1,000 to compensate for the loss of clothing and Rs.1,000 if utensils or household goods are lost. Owners of fully damaged pucca houses will be given Rs.25,000 while it will be Rs.10,000 for a kuchha house.

A destroyed hut gets the affected family Rs.2,000 assistance. The Government will provide relief for a maximum period of 15 continuous days for calamities other than drought and pest attack.

But, if the calamity is severe, relief can be provided for up to 30 days with the approval of the State Level Committee (SLC) for assistance to be provided under the Calamity Relief Fund and according to the assessment of the Central team for assistance to be provided under the National Calamity Contingency Fund.

In the case of drought or pest attack, the period for which relief can be provided is 60 days. In the case of severe drought or pest attack, this could be extended up to 90 days.

The two-page order to which is appended an exhaustive 12-page annexure details the assistance to be given to small and marginal farmers to reclaim agricultural land, to compensate for the loss of standing or perennial crops, loss of animals and various subsidies for fishermen, handloom weavers and traditional craftsmen.
