HMDA bill likely in next Assembly session

HYDERABAD: The Hyderabad Urban Development Authority has begun the exercise of transforming itself into the Hyderabad Metropolitan Development Authority (HMDA) with a draft bill forwarded to the Law Department.

In all likelihood it will be presented in the next session of Legislative Assembly in February. As HMDA would have a multi-tier structure to be headed by the Chief Minister himself, the Urban Development Act will have to be amended suitably.

Workshop

The HUDA recently organised a workshop inviting high-level officials of Bangalore and Mumbai Metropolitan Region Development Authorities for an interaction with various local department heads and service providing agencies and to examine the draft bill prepared by Municipal Administration and Urban Development.

The objective was to share the experience of existing Metropolitan Region Development Authorities and improvise on their provisions if necessary, said HUDA Vice-Chairman Jayesh Ranjan. Kolkata, Mumbai, Chennai and Bangalore MDAs are headed by their respective Chief Ministers.

The current bill was prepared based on provisions of Bangalore and Mumbai. The Additional Commissioner, Bangalore Metropolitan Region Development Authority, Sriramana and Principal Chief Planner of Mumbai Metropolitan Regional Development Authority Uma Aadusumilli, attended the workshop and shared their experiences.

Scientific development

Hyderabad Metropolitan Development Authority has been proposed to ensure scientific and regulated development in the capital region and the surrounding districts as its jurisdiction will be increasing three-fold. HUDA with four UDAs and Cantonment covers an extent of about 2,000 sq. km and an additional area of 4,655 sq.km is to be added to it. HMDA population would be 78 lakhs, with 13 lakh new population coming into the fold.

Hyderabad Metropolitan Development Authority jurisdiction will cover 54 mandals in five districts, Hyderabad (all 16 mandals), Medak (10), Ranga Reddy (22), Mahbubnagar (2) and Nalgonda (4), according to sources..
