“Assess impact of water resources projects”

PUDUCHERRY: Assessing socio-economic benefits and environmental impact of projects related to water resources development projects is among the 20 recommendations of the 12th National Water Convention, which concluded here on Friday.

The two-day convention was jointly organised by the National Water Development Agency and the Public Works Department. It recommended the inclusion of stakeholders in the decision making process with regard to water resources projects, including flood management.

It suggested that women be involved in the process. It also urged the Government to review the current status of the projects, so as to highlight success stories and point out deficiencies for taking up corrective measures.

Other recommendations included inter-linking of inland water ways, finding out ways to implement the proposals of the National Water Development Agency and seeking consensus and cooperation among States to make inter-basin water transfer schemes operational.

Presiding over the valedictory, Union Minister of State for Water Resources Jai Prakash Narayan Yadav said a ‘large-scale inter basin transfer’ was a practical solution to overcome imbalances in the availability of water resources in the country.

Holistic approach

He stressed the need for a holistic approach to water resources development within a basin. Stating that requirement of inter-basin water transfer be governed by future projections, he said the implementation of the project depended on the consensus between States and neighbouring countries.

Puducherry Member of Parliament M. Ramadass said the only way to solve disputes arising out of water sharing was to transfer the subject of water from the Concurrent List to Union List.
