Governor’s report to Centre today

BANGALORE: Governor Rameshwar Thakur, who was expected to send a comprehensive report on the political developments in the State to President Pratibha Patil on Saturday, is now expected to send his report on Sunday. Copies of the report would be sent to Prime Minister Manmohan Singh and Union Home Minister Shivraj Patil.

Sources in the Raj Bhavan told The Hindu here that the report was expected to highlight various political developments of the past few days, including conditions laid out by the former Prime Minister and Janata Dal (Secular) president H.D. Deve Gowda to the Bharatiya Janata Party (BJP) before finalising the government formation.

The sources were tight-lipped on whether the Governor would make any recommendations on revoking the President’s rule.

Meanwhile, the Governor continued the exercise of seeking the opinion of legal and constitutional experts on the political imbroglio. He had sent a report to the Centre only three days ago and it was described as a preliminary report. The newly appointed Advocate-General B.V. Acharya, the former Advocate-General R.N. Narasimha Murthy and a few others offered their views on legal and constitutional issues to the Governor. Earlier, a meeting was also held in the presence of the three advisers to the Governor.

The Governor is expected to leave for New Delhi on Monday to participate in an important conference on finance to be inaugurated by the Prime Minister. Earlier, the Chief Minister of the State had been invited to participate in the conference.

In another development, the former Chief Minister H.D. Kumaraswamy called on the Governor and spent around 30 minutes with him.

Mr. Kumaraswamy told The Hindu that the Governor expressed his displeasure over the BJP staging a dharna near the Mahatma Gandhi statue and said it would only inconvenience the people. He told the former Chief Minister that the strength of legislators was important in government formation and not a public show of strength.

With reference to Mr. Deve Gowda laying out conditions to the BJP, the former Chief Minister said, “Let the Governor first invite B.S. Yeddyurappa to form the Government. All other issues can be discussed later. Call it conditions or suggestions, the JD (S) cannot handover charge to the BJP without any framework.”

The Speaker of the Legislative Assembly, Krishna is in touch with the Governor on the petitions on disqualification of 37 legislators pending before him. The next hearing in the case is on November 17 and a notice had been issued to the former Deputy Chief Minister M.P. Prakash.
