Bid to sabotage decentralised planning process: Sudheeran

‘Tardy fund allocation is to save treasury from crisis’

PATHANAMTHITTA: Congress leader V.M. Sudheeran said here on Monday that the financial crisis in local self-government institutions (LSGIs) in the State for implementing the annual Plan projects was “stage-managed” by the Finance Ministry with the “dubious intention” of saving the treasury from another financial crisis.

Mr. Sudheeran was inaugurating a dharna of people’s representatives attached to the United Democratic Front (UDF), organised by the Panchayati Raj Sanghatan (PRS), at the mini-civil station here.

He alleged that the LDF government, which claimed to have taken the initiative for the decentralised planning process, was sabotaging the very spirit and concept of the Panchayati Raj institutions by adopting an indifferent attitude towards their annual Plan process.

He said the “cold war” between the State Planning Board and various departments concerned had led to a stalemate in the functioning of LSGIs in different parts of the State, affecting the much publicised second phase of the People’s Plan Campaign and rural development itself.

“To my knowledge, the full board of the State Planning Board chaired by the Chief Minister has not met for the past eight months. This shows the government’s indifference towards the decentralised planning process,” the Congress leader alleged.

Mr. Sudheeran alleged that the LDF government was trying to mislead the people by blaming the panchayats for the delay in implementing Plan projects. UDF district chairman Victor T. Thomas presided.

Joseph M. Puthusserry, K. Sivadasan Nair, Adoor Prakash, all MLAs, P. Mohanraj, DCC president and PRS district chairman K.K. Royson spoke.
