Good times: Chairman of the Legislative Council A. Chakrapani, Council members and Ministers before the breakfast hosted by the Chairman on the first day of winter session which begun in Hyderabad on Tuesday.

HYDERABAD: The first day of the winter session of the Legislative Council witnessed uproarious scenes after Leader of the Opposition Dadi Veerabhadra Rao passed certain comments against Chairman A. Chakrapani on Tuesday.

The House was adjourned for the day without transacting any business as Opposition members, led by the Telugu Desam Party (TDP), stalled the proceedings demanding a debate on minimum support price for paddy. The Chairman turned down the five adjournment notices given by the TDP, the TRS, the CPI (M), the CPI and the MIM.

Notwithstanding the Chairman’s appeal, the TDP and TRS members displayed placards and raised slogans demanding a debate on MSP for paddy. Assurance by Legislative Affairs Minister K. Rosaiah that the government was equally concerned about the issue did not pacify the members.

There was a spat between Mr. Chakrapani and Mr. Veerabhadra Rao about good parliamentary practices.

The repartee of Mr. Rao that he also knew what parliamentary traditions were, angered Higher Education Minister D. Srinivas. The Minister strongly protested against Mr. Rao’s remarks. “How can a responsible member question the Chair?” he asked and demanded an unconditional apology. After the House was adjourned, the TDP members staged a demonstration outside the Council Hall.

Later at the Business Advisory Committee meeting, it was decided that the Council session would be continued till November 20. The BAC members agreed to take up debate on MSP for paddy, Indiramma programme, irrigation projects, education, health, power and welfare

Breakfast

Earlier, in the day, the Chairman hosted breakfast for the Ministers and other Council members. Mr. Rosaiah his colleagues, K. Jana Reddy, D. Srinivas, Anam Ramnarayan Reddy, Galla Aruna and others attended. The Telugu Desam Party members boycotted the breakfast programme.
