Nodal agencies for SC/STs sub-plans

Agencies to monitor allocation, expenditure and implementation of the sub-plans once every two months


HYDERABAD: Dropping its earlier plans to set up an apex body, the State Government constituted two nodal agencies to oversee the utilisation of funds under the Sub-Plans for Scheduled Caste and Tribes.

The proposal to set up an apex body headed by the Chief Minister to oversee the operation of the two plans met with strong opposition from the Left parties who contended that it would serve no purpose.

Bowing to their pressure, the Government issued orders (GO Ms. 117) on Monday setting up the nodal agencies to review and monitor allocation, expenditure and implementation of the sub-plans once every two months and ensure that the departments spend the money earmarked.

They have been vested with powers to `re-appropriate’ funds from departments that were not in a position to incur expenditure in proportion to the allocation to other needy departments that had schemes benefiting SCs and STs.

The nodal agency for SC sub-plan would be headed by the Social Welfare Minister as chairman and the commissioner for Social Welfare Department would be the member-convenor.

The panel will have special chief secretaries of Panchayat Raj & Rural Development, Planning and Social Welfare departments, principal secretaries of Rural Development and Housing, AP State Scheduled Caste Finance Corporation managing director and the secretary of state, Social Welfare residential educational institutions society as it members.
