Civic body asked to pay staff salary by tomorrow

SHRC seeks compliance report by November 12

HYDERABAD: The State Human Rights Commission has directed the Krishna district Collector to pay salaries and allowances payable to the staff and sub-staff of Machilipatnam Municipality forthwith and see that they are regularly paid every month on the due date.

In his order, commission’s chairperson B.Subhashan Reddy said the staff and sub-staff are entitled to arrears of salaries and allowances for July, August, September and October and directed the Collector to disburse them by November 8. He also sought compliance report to the commission by 11 a.m. on November 12. He said that an employee of the Government or municipal corporation or even a private establishment was entitled to his salary regularly on the first day of the month without any delay.

“Non-payment of the same amounts to flagrant violation of human rights of the employee”.

Referring to the municipal in-charge commissioner’s submission that salaries to the staff and sub-staff could not be paid from July 2007 because of lack of funds, while those of the commissioner, municipal engineer and health officer were being drawn regularly from the district treasury officer, Mr. Justice Reddy said “This cannot be allowed to happen”.

The staff and sub-staff were entitled to draw their regular pay and allowances on a par with any Government servant.

“State’s responsibility”

He directed that in any particular month, if there were no funds in the treasury of the municipality, the Government had to pay the salary first then recoup the amount after getting the requisite funds. “This has to be done by every responsible and welfare Government”.

The SHRC chairperson said the commissioner, who heads the municipality, should act as a role model and lead from the front.
