Concern over drop-out rate among schoolchildren Efforts of international agencies lauded KORAPUT: The ICDS programme has failed to yield the desired result in Koraput district, according to Taraprasad Bahinipati, MLA of Koraput. Addressing the 4th regional workshop on “Citizen’s Report on Rights of the Child in the State of Orissa” being organised by Orissa Alliance on CRC here on Tuesday, he said: “while the government is boasting of successful implementation of the programme, the State has failed to offer a conducive atmosphere for the children to enjoy their basic rights to have a proper life. Most of the anganwadi and ANM centres carrying the responsibility to provide a healthier life for children in the remote places of the district remain closed for most of the time resulting in non-issuance of the nutritious food supplement and desired care to the children and pregnant women, he said. Lamenting the faulty policies of the government, he expressed concern over the drop-out rate among the school-going children in the district. Child labourWhile the government was according importance to convince children and their parents to send the former to schools and minimize the child labour, the real problem was with the teachers’ attendance in schools, he said. “Long absence of teachers force children to leave the school in the middle,” he said. While most of the schools did not provide the widely-publicised eggs in the mid-day meal, the children were also made to starve of insufficient food. This kind of treatment from school authorities was forcing children to leave the school and turn child labour to feed themselves and their family members, the MLA said. Appreciating the efforts of NGOs and international agencies like UNICEF in creating a better world for children, he said most of them were interested in supplies than the real implementation and usage of material at the grassroots level. Citing an example, he said during the recent epidemic situation in Dasmantpur block, there was a huge supply from UNICEF and other agencies for minimizing the spread and effect of the infection. But, a majority of the supplies had not reached the common man, he lamented.
