Behera takes over as Commissioner-designate

Commissionerate to be fully operational by January

CUTTACK: Senior IPS officer Binay Kumar Behera on Wednesday took over as the Officer on Special Duty-cum-Commissioner-designate to pave the way for the introduction of police commissioner system in Cuttack and Bhubaneswar. He joined in his new assignment here at the State police headquarters after meeting the DGP Gopal Chandra Nanda and other senior IPS officers.

After taking charge, Mr. Behera, an IG rank officer announced that the new system of policing for the twin cities would be in place within a month or two. He said a committee under his chairmanship would be formed soon, which would visit some cities that have successfully implemented the system.

“The commissionerate system as per the Orissa Urban Police Act-2003 would be fully operational in the twin cities of Cuttack and Bhubaneswar by January next year,” Behera, a 1982 batch officer, who has also served as Cuttack SP, said.

Ruling out that the police commissionerate system would bring ‘police raj’ because the senior officers would enjoy some executive powers, Mr. Behera said he would personally look into that the new system would focus to protect the interests of the common people. “The new system of policing would work towards bridging the gap between the police and people. Police would work as friend of the law abiders but would be very harsh on law breakers,” he added.

Traffic system

He said the traffic system of the two cities which was in worst condition would be given a new lease of life under the new system of policing “I would prefer to see a DCP (an officer in SP rank) to head the traffic of the twin cities.”

Mr. Behera said the jurisdiction of the commissioner had not yet been worked out but added that all police stations of the twin cities along with some police stations on the outskirts would come under the new system.

He would first ensure that the sanctioned strength of the police stations under him were immediately filled and later on would think of increasing the number of PS or outposts if required.
