Commendable drive: Members of a self-help group collecting garbage in Oulgaret Municipality limits in Puducherry. PUDUCHERRY: Though the Union Territory is lagging behind in implementing solid waste management programme as per the Supreme Court guidelines, execution of the scheme has picked up momentum in the recent times, particularly in areas under the Oulgaret Municipality limits. After entrusting the task of garbage collection to a private agency in the Police Complex at D-Nagar, the municipality extended the programme to Avvai Nagar in Lawspet. The Chennai-based voluntary organisation, which has expertise in managing solid waste, commenced its job of collecting garbage at source in Avvai Nagar in October. Following the guidelines for implementing the solid waste management rules, the agency introduced segregated collection of garbage at source. They have distributed green and red bins to around 500 houses in Avvai Nagar and engaged members of local self-help groups to collect the waste boxes from each house. Representatives of the agency said that they charged Rs. 30 from each household for collecting garbage. As of now the collected garbage is being handed over to the municipality for dumping it at its yard. Once the compost yard being constructed at the Police Complex is ready, the waste would be processed there. The yard would be ready in a month. Organic waste would be converted into vermicompost using earthworms and inorganic waste would be sorted and recycled, they said. The members of the self-help group would be paid a sum of Rs. 1,500 every month for collecting the waste. They work all seven days a week. Within a few days, the agency would launch its service in Kurunji Nagar, they said. Local Administration Director E. Vallavan said they plan to have a proper solid waste management system in all the areas under Puducherry and Oulgaret Municipality limits in three years. A detailed plan was worked out to involve residential associations in the programme. He said the government had sought funds under the Jawaharlal Nehru National Urban Renewal Mission Programme to implement an “integrated solid waste management system scheme” in Puducherry.
