A dream yet to materialise
Scientists and planners dream big projects, but most plans remain on paper. An instance was cited by none other than M.S. Swaminathan in an interview with this newspaper here recently. He recalled that he had addressed the Science Congress in Kochi in 1990 when he mooted a proposal that Ernakulam should be a biotechnology dis
trict. The government set up a committee and the then District Collector K.R. Rajan prepared a report, but there was no follow up.
Dr. Swaminathan said that Ernakulam should be a biotechnology district because it had high quality manpower, people were educated and the infrastructure was good. The situation is even better now, but would there be any takers for this proposal?
