Four judges promoted


New Delhi: The Supreme Court collegium of judges headed by Chief Justice of India K.G. Balakrishnan has recommended elevation of some judges as Chief Justices of High Courts and transfer of some Chief Justices.

Justice Jagdish Bhalla, acting Chief Justice of the Chhattisgarh High Court, who was in the thick of a controversy, is being elevated Himachal Pradesh High Court Chief Justice.

Last year Justice Bhalla, then judge the Allahabad High Court, against whom there were certain allegations, was recommended for appointment as Chief Justice of the Kerala High Court. On the eve of his retirement, the former Chief Justice of India Y.K. Sabharwal justified the recommendation for the elevation of Justice Bhalla. He said the allegation that Justice Bhalla’s wife purchased some land at a price less than the market value was discussed with leaders of the Allahabad Bar. The local lawyers, who were in the know of things, denied that there was any truth in the allegation and only thereafter was Justice Bhalla’s name considered for elevation.

However, after the then President A.P.J. Abdul Kalam raised objections, the collegium reconsidered its decision and Justice Bhalla was shifted to the Chhattisgarh High Court, initially as judge and later he became the acting Chief Justice.

Now he is being made the regular Chief Justice of the Himachal Pradesh High Court.

The other recommendations of the collegium are: shifting of the Chief Justice of the Himachal Pradesh High Court Vinod Kumar Gupta to the Uttarakhand High Court as its Chief Justice, and of the Chief Justice of the Uttarakhand High Court Rajeev Gupta to the Chhattisgarh High Court as its Chief Justice; and transfer of Justice Bilal Nazki of the Andhra Pradesh High Court to the Bombay High Court.

The collegium also recommended the elevation of Justice Anil Ramesh Dave of the Gujarat High Court as Chief Justice of the Andhra Pradesh High Court, Justice K.P. Radhakrishnan of the Kerala High Court as Chief Justice of the Jammu and Kashmir High Court, Justice Rajesh Balia of the Rajasthan High Court as Patna High Court Chief Justice, and Justice Narayan Roy of the Patna High Court as Rajasthan High Court Chief Justice.

According to Law Ministry sources, the process of these appointments is expected to be completed within two to three weeks.
