“Consult small-scale units before finalising policy”

CHENNAI: The All-India Micro Agro Rural and Small Industries Association has urged the Chief Minister to announce the new small-scale industries policy by keeping in mind the future of the sector and the welfare of employees.

In a press release on Thursday, association founder president K.V. Kanakambaram requested Chief Minister M. Karunanidhi to seek the suggestions of these units before finalising the policy.

To solve the infrastructure problems, the association suggested that satellite industrial townships be set up adjacent to important towns. It also called for mandatory allotment of 30 per cent of the land to small and micro units, whenever huge tracts of land was allotted to multinational companies and large industries. Special packages such as margin money assistance and stamp duty exemption should be offered to encourage entrepreneurs to set up units in backward taluks.

The association urged the Government to bring the Tamil Nadu Industrial Investment Corporation (TIIC) back into the fold of the SSI Department as it was the only financial institution that could extend loans to tiny and small traders. Besides, it called for strengthening of the Small Industries Development Corporation to bolster the State’s industrial growth.

To promote self-employment and help the budding entrepreneurs, colleges should be advised to set up Entrepreneur Development Cell, under the guidance of the General Manager, District Industries Centre, he said.

“There are 9,984 sick units in the State and they require a proper rehabilitation scheme such as margin money and easy instalment schemes... An export marketing cell may be set up under the Director of Industries and Commerce to help the small units. Sick monitoring committees should be set up and an easy exit policy for sick units should be announced,” Mr. Kanakambaram said.

The association also demanded reconstitution of the Small Industries Board, the notification of the Tamilnadu Industrial Area Township Authority Act, 1998, and setting up of industrial estates in each taluk.
