Policing mobs effectively Law & order


The City Police have conducted refresher training programme on mob control measures, writes V.S. Palaniappan




Rights and responsibilities: An armed policeman keeps vigil even as an injured man is removed to a hospital at a mock drill on mob control operations held on the Armed Reserve Grounds in the city.

In a civilised society, which is aware of its rights, policing should be as per the rule book. Else, there is always the scope for allegations of police excesses. Procedures have been clearly laid down for combating or quelling unruly mobs that indulge in violence resulting in loss of lives and damage to properties.

Keeping this in mind a training programme was organised for officers and other personnel of the City Police on Friday. A mob operation parade was conducted under the supervision of the Commissioner of Police, Coimbatore City, C.K. Gandhirajan.

Policemen from the Armed Reserve, in civil clothes, played the role of violent mob indulging in unlawful activities.

The policemen were briefed on the step by step procedures to be adopted in dispersing the crowd without blood shed, injuries or loss of lives.

The police personnel were told that they should first declare the assembly as unlawful using a public address system.

Then, the police should resort to lathi charge for dispersing the crowd. Water Canon and Vajra can be used at this stage.

The next step should be use of tear gas shells. Only if these measures failed to contain the mob the police should use fire arms. At first buck shots should be fired in the air and then plastic or rubber bullets be used.

The use of live ammunition to open fire at the crowd should be the last resort.

Even while concentrating on these procedures, the police should make preparations to remove those injured to hospitals.

Such a drill has helped the personnel to refresh the procedures, Mr.Gandhirajan said.
