Sir, — The Library Department is observing “Library Week” as a matter of routine. The officials of district libraries are not making any efforts to improve the condition of old libraries. While some of them are housed in very old buildings, some have been given a modern look. Libraries in places such as Valencia, Kadri-Mallikatta. Nandigudda, and Lighthouse Hill are in a very bad condition. They do not have proper lighting. The roofs of some libraries are leaking which results in loss of valuable books. It is time the department addressed theses issues earnestly. J.F.D’Souza Mangalore Traffic woes in J.P. NagarSir, — Despite heavy vehicular traffic near Oxford College in J.P. Nagar, the police have not done anything to address the problem of heavy vehicles such as lorries and private buses plying in the area. Complaints lodged with higher authorities have not yielded any results. At the intersection of 9th cross and 30th main, there have been frequent traffic jams because of the haphazard manner in which the vehicles are parked near Oxford College and a private party hall. The residents of the area are put to hardships because of this. Authorities concerned are requested to look into the issue at the earliest and relieve the public of the problems. N. Raju Bangalore Compensate the neighbourSir, — The regulations framed under the Karnataka Town and Country Planning (Regularisation of Unauthorised Developments or Constructions) Rules 2007 have created more problems than they have solved. According to them, violation of setback norms is allowed up to 50 per cent in case of residential constructions and up to 25 per cent in case of commercial buildings. In case of violation of norms, it is the neighbour of the violator who is inconvenienced owing to infringement upon his space and land and not the Government. It is thus the neighbour who should be compensated by such violations and not the Government. By paying fines to the Government, builders cannot absolve themselves of the responsibility of rule-bound construction. The authorities should study the issue seriously and come out with pro-people solutions at the earliest. H.R.C.S. Rao Bangalore Employee safetySir, — The murder of a woman employee of a BPO firm in Pune has brought to light the need to ensure safety of those working at night. Drivers should be identifiable with badges, and vehicles with tinted glasses should be banned. Induction of women drivers in private companies and greater police patrol during the nights should be ensured. Drivers should also be continuously tested for alcohol consumption to help prevent untoward incidents. The authorities concerned are requested to look into these issues at the earliest. Manu Nair Bangalore ‘Akrama sakrama’ schemeSir, — Vidyaranyanagara was a part of Andhrahalli second stage under the Hirehalli gram panchayat. In that a revenue layout had been created. The gram panchayat had once collected application forms with owners’ photos for regularisation of the layout. Now that the area has been taken over by the Bruhat Bangalore Mahanagara Palike, the people who submitted the applications have been left in the lurch. Recently, booklets worth Rs. 100 each were distributed among the residents of the layout. The property owners are required to pay a huge amount. Non-payment of prescribed charges is stated to cost the ownership rights for property owner.It will be in the interest of common man if the authorities concerned reduce the charges, extend the due date, and allow payment in instalments.
