Court orders fresh probe

SHIMLA: The High Court here has taken a strong notice of an inquiry conducted by the Executive Engineer of the Rural Development Department into the sub-standard construction of a Government middle school building in Arki in Solan district. The Court has now ordered an inquiry by an officer not below the rank of Chief Engineer of Public Works Department.
An NGO, Research and Welfare Organisation, had filed a PIL in the court saying the building be declared as unsafe because of its sub-standard construction. The four-year- old building had developed serious cracks and defects, maintained Sanjay Thakur, president of the NGO.
The Principal Secretaries of Education and Rural Development Department, Deputy Commissioner, Panchayat Officers and Engineers of rural Development Department were made as respondents in the case by the Research and Welfare Organisation.
The High Court has now ordered a professional laboratory testing of the material used in the construction. The report is to be submitted by March31, 2008.
