To make the administration more effective and responsive CHANDIGARH: The Haryana Government has constituted an Administrative Reforms Commission under the chairmanship of Palwal MLA Karan Singh Dalal to examine various aspects of the administrative structure and processes in the State to make them more effective and responsive. An official spokesman said here on Monday that former State Chief Secretaries M. C. Gupta and Prem Prashant would be members of the Commission. An officer of the level of Special Secretary would be Member-Secretary. He said that the terms of reference of the Commission would be to recommend appropriate changes in the organisational structure and methods of operation of the departments in the State Government towards promoting greater efficiency, economy, transparency and responsiveness in the overall delivery of services. The Commission will also recommend ways of creating an environment where Government functionaries could respond to the people with more courtesy and a greater spirit of understanding and helpfulness. It will also recommend ways to further promote ethics in governance to bring about greater transparency and honesty in public dealings of Government functionaries. The Commission will also recommend measures for more effective monitoring and evaluation relating to both personnel and programmes. It will also recommend appropriate initiatives for greater de-centralisation of powers towards speedy resolution of administrative issues and for better coordination.
