Local bodies to benefit from decentralisation in planning

ANANTAPUR: A sensitisation meeting for members on the powers and responsibilities of the District Planning Council was held here on Tuesday, for the first time in the State.

Zilla Parishad Chairperson and Chairman of District Planning Council T. Kavitha asked officials and members of the DPC to put best of their efforts in preparing plan for the district.

Decentralisation of planning would help people as the local officials and elected representatives would prepare plans based on their priorities. As a result, villages and municipalities would get the required funds and would have the freedom to spend funds according their priorities, she said.

The district was likely to get Rs. 30 crore each for the next fives years under the Backward Regions Grant Fund Scheme. The plans, prepared gram panchayat-wise, should be submitted to the State and Central governments in due time. She urged the officials to prepare village-wise plans in consultation with the local elected representatives.

A model village plan was prepared for Goridindla gram panchayat in Atmakuru mandal to explain the modalities in the preparation of village and mandal level plans, she said. She urged sarpanches, MPTC and ZPTC members, MPPs and DPC members to add their creativity to the plans and help make comprehensive reports.

Member secretary of DPC and Collector N. Sridhar said the planning at village, mandal, municipality and district level would strengthen the local bodies in tune with the 73rd and 74th Amendments to the Constitution.
