Ansari warns against disorderly conduct

NEW DELHI: Rajya Sabha Chairman Hamid Ansari on Wednesday sought to curb disorderly conduct by members.
Cautioning them that he would take recourse to Rule 255 if members continued to disrupt proceedings, Mr. Ansari even adjourned the House for five minutes when his warning went unheeded.
Under the rarely used Rule 255, the Chairman can direct any member whose conduct is disorderly to withdraw from the House for the day. He can also name the member and move a motion that the named member be suspended for a maximum period for the rest of the session.
The problem arose after some members continuously interrupted Home Minister Shivraj Patil’s replies during question hour.
They noisily challenged Mr. Ansari’s direction to move on to the next question, though the first one consumed half of the time allotted for question hour.
“I will name the members if they don’t settle down. Please follow your procedures. I will be compelled to name the members who disrupt the proceedings,” he said just before adjourning the House for five minutes.
After the House reassembled, the Vice-President requested the members to follow the procedures for seeking a detailed discussion if the issue was of pressing concern.
