BBMP’s Sakrama 2007 seen as a burden on people MLAs concerned about the impact of the scheme BANGALORE: The Karnataka Pradesh Youth Congress Committee has seriously viewed the exorbitant charges levied by the Bruhat Bangalore Mahanagara Palike for regularising (the Sakrama programme) the unauthorised sites and structures, including those in the residential category, particularly in the areas of seven city municipal councils and one town municipal council which were recently brought under its jurisdiction. KPYCC president and MLA Krishna Byregowda said the youth wing of the party had realised the burden on the people of Bangalore by the levy of penalty which they were unable to pay. Mr. Byregowda said that some of the city MLAs had brought the problem of the site and house owners to his notice and he was convening a meeting of all party leaders from the Bangalore Urban District in a couple of days to find out a solution to the vexed issue. Asked whether the youth wing would urge Governor Rameshwar Thakur to keep in abeyance the December 14 deadline fixed by BBMP for filing applications to regularise unauthorised sites and constructions and direct the Government to drastically reduce the penalty in the interest of the people, most of them belonged to the poorer sections, he said the meeting would take a decision on it. MembershipHe said that a slew of measures to rejuvenate the youth wing would be implemented in the coming months. They were bringing out a newsletter for spreading the message and speeches made by Congress leaders; subject committees would be constituted on various issues of ideology to educate members; and a membership programme launched by Rahul Gandhi would be completed on December 5. The office-bearers had been asked to enrol 20 newcomers for every polling booth and there were nearly 40,000 booths in the State. A special training would be imparted to office-bearers, which helped them in their interaction with the public. He said that it would take eight months to implement all these plans and programmes.
