‘Chairmen of the CPCB and DPCC would be other members of the committee’ Committee directed to submit a report to the Court within three months NEW DELHI: The Delhi High Court has constituted an expert committee under the chairmanship of a retired judge of the Court, Justice R. C. Chopra, to study the extent of damage that plastic bags could cause to the environment and human beings so that it could pass an order on its use. UnilateralismSetting up the committee, a Division Bench of the Court comprising Justice T. S. Thakur and Justice Veena Birbal said it had constituted it to avoid charge of unilateralism after it passed an order in the matter. The Bench said that the Chairmen of the Central Pollution Control Board (CPCB) and the Delhi Pollution Control Committee (DPCC) would be other members of the committee. It directed the committee to submit a report to the Court within three months. It would hold two meetings in a month. The CPCB and the DPCC would provide the infrastructure and secretarial staff to the Committee, the order said. It further directed the committee to take the help of experts in the field and research institutes like the Indian Institute of Technology before forming an opinion on the extent of harm that plastic bags could cause to the environment and human beings.
