“Activate inter-State water councils”

THANJAVUR: A dialogue to evolve parameters and guidelines for inter-State water sharing in India organised jointly by the National Institute of Advanced Studies (NIAS), Bangalore, and the Centre for Cauvery Delta Development Studies (CCDDS) at Thanjavur recently has said that inter-State water councils, which are constitutional bodies, should be activated and strengthened.
It also called for making public norms and regulatory mechanisms framed by the Central Water Commission.
Civil society initiatives such as the ‘Cauvery family’ should be encouraged and legitimised and should have a say in all official negotiation process.
Water for life and livelihoods should be treated as non-negotiable parameters in resolution of inter-State water disputes. Ramaswamy R. Iyer, retired secretary, Water resources, Government of India, Mohanakrishnan, Chairman, Cauvery Technical Cell, S.Ranganathan, president of CCDDS, Jayaseelan, retired chairman, Central Water Commission, Prof. Janakarajan of MIDS and coordinator of the Cauvery family, Prof. Shantha Mohan of NIAS participated.
The initiative was supported by Global Water Partnership and India Water Partnership. A press release issued after the meeting here said the discussions were carried out on surface and ground water availability and hydrological consequence, demographic, socio economic features and challenges, on-going inter-sectoral demands and emerging conflicts .
