Faulty meters: loss of 45 cr. for water board

Hyderabad: The Hyderabad Metropolitan Water Supply & Sewerage Board (HMWSSB) incurred revenue loss of Rs. 45 crore per month on account of non-replacement of defective water meters.
Its decision to recover only minimum charges in the case of non-working meters instead of charging twice the normal rates cost the board dearly. This shocking lapse was revealed by the Comptroller and Auditor-General of India in its report for the year ending March 31. Analysis of the demand raised for the month of May during 2005 to 2007 showed that the number of meters under repair constituted 48 to 52 per cent of the total number of bills generated. Further the number of un-metered connections had increased from 12 to 17 per cent.
Minimum charges
Interestingly, nearly 65 per cent of the consumers whose meters were ‘conveniently’ not functioning or who had no meters paid only minimum charges irrespective of their consumption. The CAG further criticised the board for not updating the data relating to multi-storied complexes leading to loss of possible revenue earnings.
