Court stays garbage dumping in abandoned stone quarries

CHENNAI: The Madras High Court on Friday stayed the dumping of garbage in the abandoned stone quarries in and around Pallavaram, Medavakkam, Ottiyambakkam and Erumaiyur villages, near here.
The First Bench, comprising Chief Justice A.P. Shah and Justice V. Ramasubramanian, passed the interim order restraining municipal authorities from dumping garbage in these quarries pursuant to an order passed by the Kancheepuram Collector.
In his public interest litigation petition, S. Vanchinathan, an advocate and councillor representing ward 19 of Alandur, submitted that the abandoned quarries in these villages had collected water from 10 to 150 feet.
The authorities had chalked out a plan to harness the water to meet the drinking water needs of Nanganallur and other areas.
Pure lakes
Describing them as pure lakes, the petitioner said there were plans to interlink these bodies so that a huge water source would be created and the water available could be brought to the temple tank of the Ardhanareeswarar temple at Nanganallur.
The Hydrology Department of Anna University conducted various studies and found that the water available in these quarries could be collected, stored and distributed for drinking purposes in the neighbourhood, he said.
The Collector’s order permitting these quarries to be used as dumping yards would be suicidal and would have a multifarious ramifications, Mr. Vanchinathan said adding that dumping of garbage, both organic and inorganic, in the waters would have an adverse impact on the groundwater table.
A fresh water source could, under no stretch of imagination, be filled up with garbage.
Notices ordered to officials
The Bench, admitting the petition, ordered notices to the Collector, Alandur Municipality, Department of Geology and Mining and the Union Ministry of Environment and Forests, returnable by December 10.
