TAMBARAM: Elected representatives of five municipalities in the southern suburbs of Chennai have called for a more transparent tender process while awarding contracts for civic works. They also demanded the constitution of a vigilance committee to monitor charges of bribery and corruption against officials and the councillors.

These were two important resolutions passed at the end of a day-long consultation held on Friday for councillors of Alandur, Pallavaram, Tambaram, Pammal and Anakaputhur Municipalities on strengthening urban local government. The meeting was organised by non-governmental organisation Human Rights Advocacy and Research Foundation and Chromepet-based citizens’ group Makkal Mandram.

Among the dozen resolutions passed, the two on probing charges of corruption and a transparent tender process were most significant, considering that elected representatives of all local bodies were always accused of interfering in the award of the contract and also of siphoning away a portion of funds earmarked for welfare works.

The resolution said that after awarding the contract, the work should be taken up immediately and completed without any delay.

Setting the tone for the meeting was D. S. Sivasamy, convener of Makkal Mandram and former Additional Director of Municipal Administration.

He said urban local bodies were bestowed with many powers. However, they were unable to function independently owing to restrictions from many government organisations. The Chennai Metropolitan Development Authority and Chennai Metropolitan Water Supply and Sewerage Board have completely prevented the urban local bodies, residents and elected representatives from realising their hopes of self-contained towns, Mr. Sivasamy added.

Municipal chairpersons E.Karunanidhi, E.Mani, Bharathi Kumar and V.Karunanidhi from Pallavaram, Tambaram, Anakaputhur and Pammal respectively participated in the meeting.

The meeting also criticised the State Government’s decision to go in for large-scale privatisation of creation of different amenities pertaining to people’s welfare.
