Reduce pendency of cases in courts, says Rangasamy

PUDUCHERRY: Chief Minister N. Rangasamy on Monday urged the judiciary and the members of the Bar to take steps to reduce the pendency of cases and trials in courts. Speaking at the Law Day function here, he assured that the Government would provide modern facilities in the new court complex.

It would also have a building for the bar association and a library with plenty of books and journals.

Justice Chitra Venkatraman, Judge of the Madras High Court, said it was in 1979 that the Supreme Court’s Bar Association started celebrating Law Day and it has ever since been a day to take stock of what the legal fraternity has done so far and what more must be done to uphold the traditions of the Constitution.

The bar, she said, was only a reflection of the judiciary and not a separate entity.

She said the ‘docket explosion’ was a problem the judiciary faced because of an exploding population and added that Alternate Dispute Redressal mechanisms, conciliation, arbitration and mediation were methods to reduce the burden on the courts.

She said advocates must take it upon themselves to spread knowledge about law among rural people.

She also urged the Pondicherry Bar to move to the new court complex as soon as possible.

Former judge of the Madras High Court David Annousamy said that old French laws that were in use in Puducherry must either be made in local laws with Acts or be removed from use.

He called for a uniform code in property and other laws.

Former Minister and senior advocate A. Gandhiraj urged that the Puducherry Code be published. Principal Sessions Judge D. Krishanaraja and Senior advocate Balaraman spoke on the occasion.
