‘Spell out norms on foreign varsities’

New Delhi: The Supreme Court on Monday asked the Centre to spell out whether it had framed guidelines to govern foreign universities placing advertisements in India on the courses and degrees offered by them.

A Bench comprising Justices Tarun Chatterjee and Dalveer Bhandari, hearing a petition filed by advocate Viplav Sharma seeking regulation of deemed universities, asked Additional Solicitor-General Gopal Subramaniam to indicate whether there were any guidelines and to come out with suggestions for regulating foreign universities. It also asked petitioner’s counsel Sanjay Hegde to give his suggestions and posted the case to January 2008.

The petitioner said the ‘Deemed to be University status’ was being sought by institutions that did not have infrastructure and adequately qualified staff. Latest developments in the field of education were being exploited commercially, bypassing safeguards, including approvals by respective State governments and authorities such as the All-India Council for Technical Education, the Medical Council of India and the Dental Council of India.
