Haryana nod for SEZ Rules

CHANDIGARH: The Haryana Cabinet on Thursday approved the Haryana Special Economic Zone Rules, 2007, for carrying out the purposes of the Special Economic Zones Act.

Chief Minister Bhupinder Singh Hooda told media persons after the Cabinet meeting that these rules would facilitate the developers of SEZ for various procedures to be followed for preparation of and for approval of master plan and other approvals at different stages of the project.

The Cabinet also approved the Haryana Special Economic Zone (SEZ) (Amendment) Ordinance, 2007. Mr. Hooda said the Government was now contemplating amendment to the Special Economic Zone Act, 2005, to simplify the project approval procedures for speeding up clearances in the State.

The Cabinet also decided to calculate the pension on the basis of the pay last drawn by the Government employee on the date of retirement. Earlier, the pension was determined on the average emoluments calculated upon the last ten months of qualifying service.

It also decided to do away with prosecution for violations or evasion of market fees as a relief to traders. Under the amended provision, evasion of market fee would attract penalty ranging from 50 to 100 per cent of the fee evaded. Penalty for other violations has been fixed up to Rs.10,000 as maximum amount. Interest would be chargeable on outstanding dues. Due opportunity would be provided before penalty is levied and provisions of appeal, revision and review have been streamlined, Mr. Hooda said. The Cabinet also empowered the Haryana Investment Promotion Board to recommend the customized package of incentives and concessions to mega projects having investment of Rs.100 crore and above.

It also approved the recommendations of the High Powered Committee for the Social Welfare Department of bringing the non- gazetted class-III posts of handicapped candidates within the purview of the Haryana Staff Selection Commission again. It also approved the policy for rehabilitation and resettlement of the land owners whose land is acquired for schemes and projects by various departments. This policy would be applicable with effect from March 5, 2005, and cover all those cases of acquisition in which awards of compensation were announced on or after March 5, 2005.The salient feature of this Rehabilitation and Resettlement Policy is that the land owners will be paid annuity for 33 years over and above the usual land compensation. The amount of annuity will be Rs.15,000 per acre per annum. Annuity of Rs.15,000 will be increased by a fixed sum of Rs.500 every year.

The Cabinet also amended the Haryana Police Service Rules, 2002, and Punjab Police Rules, 1934, for making direct recruitment of outstanding sportspersons in the ranks of Deputy Superintendent of Police and Sub-Inspectors of Police, respectively. It also accorded ex-post facto approval to the Government decision to appoint prominent sportspersons Joginder Sharma, cricketer, and Mamta Kharab, hockey player, as Deputy Superintendents of Police.
