Census will be conducted based on 60 indicators Rs. 22 crore released for census Belgaum: The caste census to be held for the first time after Independence, beginning from Karnataka in April next year, will also identify the “creamy layer” within the backward classes and dalits, said C.S. Dwarkanath Chairman of the Backward Classes Commission. He told presspersons here on Saturday that although there would not be any specific approach to identify the creamy layer, there would be over 60 indicators which would help in identifying economic conditions of all the sections of society. On the element of transparency and correctness of the caste census, Dr. Dwarkanath said the Government had appointed BEL and CFT-TATA on turnkey basis to train one lakh personnel who would be engaged as enumerators. The census would be done in most scientific manner on the basis of more than 60 indicators which would help establishing not only caste identity but educational, cultural and economic standards of individual families. The commission had decided to use only computers which optimise efficiency and save expenditure on 3.50 tonnes of paper required to list the families during the census. The Centre had provided Rs. 22 crore out of Rs. 24.50 crore available to carry out the caste census in the State. Earlier, Dr. Dwarkanath reviewed the progress made in various departments and complimented the Backward Classes and Minorities departments in Belgaum and Hassan for doing a “good job” in extending most of the welfare and development schemes to the beneficiaries. However, he remarked that he was “deeply pained” by the state of affairs in Gulbarga district.
