School-level committees to be set up for hearing complaints of corporal punishment

PUDUCHERRY: Director of School Education G. Ragesh Chandra has directed all school principals and headmasters to form school-level committees for children to voice their views and register complaints, especially in case of corporal punishment.

In a press release here, he said the step was being taken to implement the recommendations of the Human Rights Commission on Child Rights. The Commission had also asked schools to set up a complaint box and said that the complaints should be heard and settled once a month by a committee consisting members from the parents/teachers’ association and the village/school committee.

Stating that the Supreme Court had banned corporal punishment from December 1, 2000, Mr. Chandra pointed out that children should be allowed to study in an independent manner with no harm to their dignity and without any fear. Any kind of corporal punishment would amount to infringement of children’s rights, he added.

Mr. Chandra asked the schools to put up posters against corporal punishment and about the need to protect the rights of children. He said the department would keep a tab of complaints , the manner they were being dealt with and the time taken to settle the problem.
