Department plans on public-private partnership for the service Tenders will be finalised within 60 days BANGALORE: Those paper book form vehicle registration certificates (RCs) and driving licences (DLs) will become passé as the Transport Department will introduce smart card-based registration certificates and driving licences within six months. With a view to develop an efficient and effective transport management system in the State, the Transport Commissioner, on Monday, invited tenders from private entrepreneurs to set up computerised service delivery systems in 79 offices of the department, including the commissioner’s office, regional transport offices (RTOs), independent assistant RTOs, check-posts, offices of deputy and joint commissioners of Transport and the State Transport Authority. Transport Commissioner M. Lakshminarayana told The Hindu that the department plans to leverage private sector expertise in providing and maintaining the services through public-private partnership (PPP). The private partner will supply, install and maintain project facilities, besides supplying and printing smart cards for DLs and RCs. The partner will also train department staff and take up data entry operation of existing records in the department. The private partner is expected to recover costs by collecting user fee against smart card-based DLs and RCs.
