dated December 3, 1957: Village Panchayats

Mr. S.K. Dey, Union Minister for Community Development, emphasised in Madras on December 1 the necessity for delegation of greater powers to village panchayats and said neither the “Governmental apparatus nor the political apparatus” had any justification whatsoever to refuse sharing the power it enjoyed with the people and their representative institutions. The Minister, who was inaugurating the fifth conference of the Madras State Union of Panchayats, said it was essential for some State to prove, by example, as to how decentralisation of Government responsibility could work for the betterment of the country, and complimented the Madras Government on having begun to think in terms of village panchayats and panchayat unions as institutions to which power could be delegated.
