Check misuse of technology

It is easy to make out how people misuse technology. Until the recent past, only motorists were using mobile phones while driving. Nowadays, even cyclists and pedestrians are using these phones while crossing the roads at junctions and busy areas. They may be deeply immersed in conversation or listening to music. The police and other officials concerned should consider applying the same rules in controlling this menace. Further, the police and transport departments should ensure that the fancy lights and horns are not used, as they cause a lot of inconvenience to people.

Appoint Ombudsman

The Kerala Government has recently appointed an Ombudsman to the Travancore Dewasom Board. The Ombudsman will look into the complaints against the managements and employees of temples and charitable institutions in Kerala. Our State Government should take a cue from Kerala and appoint an Ombudsman in public utility service to keep the employees and officers on their toes. It may be mentioned here that the Director-General of Registrations, Commissioner of Endowments, and Zonal Directors of APSRTC have set an example by making surprise visits to have a first hand information about their employees. Public utility services need such surprise visits, as they have far reaching implications.

Action plan needed

The State Government has recently transferred certain powers to Panchayathi Raj institutions at the lower level. Consequently, sizeable amounts will flow into the hands of sarpanchs and executive officers. The decision seems to have been taken without considering its repercussions. A study of Panchayathi Raj elections show that about 20 per cent of sarpanchs neither possess requisite qualifications nor have the support staff to implement government programmes. The State Government should come out with an action plan to address this administrative hitch.

Posting issue

Union Health Minister Ambumani Ramadoss’ proposal to make it mandatory for medical students to undergo rural posting to be eligible to get their degree and his intention to introduce the bill in the winter session of Parliament triggered off protests by junior doctors. Some doctors argue that the Government should make it optional for junior doctors to work in rural areas. The doctors should appreciate the Government’s efforts to take the medical services to the doorsteps of villagers. They should remember that the Government is spending lakhs of rupees on each medico. As responsible citizens, they should give back to the society by serving in rural areas.

Set up AP Petroleum Corporation

Of late, the movement for getting the State’s share in the natural gas reserves found in the Krishna-Godavari basin is gaining momentum with many NGOs opposing the Reliance India Limited (RIL)’s move to divert the reserves to other States. The people of Andhra feel that they are deprived of their rightful share of the natural reserves. The Central Government’s new Exploration and Licensing Policy is beneficial only to a few MNCs and private players. The State Government should set up AP Petroleum Corporation on the lines of the Gujarat Petroleum Corporation to protect the interest of the State.
