NEW DELHI: Millions of Indians living with an earning of under Rs.20 per day should be empowered to a better living, through the 250,000 locally elected self governing units, Minister of Panchayati Raj and Youth Affairs and Sports Mani Shankar Aiyar said here on Monday. Addressing the India Economic Summit 2007, organised jointly by the Confederation of Indian Industry and the World Economic Forum , here on Monday, he said participatory development and inclusive governance was the way to inclusive growth. Speaking in the session, ‘Rural and Urban Development: India’s Dual Imperatives’, the Minister said that non-agricultural job opportunities should be created and massive investment in the rural sector was required by corporate India. Stem migrationGreater urbanisation of rural India was required to stem the rising migration from villages to metropolitan cities, Mr. Aiyar said. On the Special Economic Zones , Mr. Aiyar said that it should be developed with the consent of the local people and be built in less inhabited locations. The development of rural areas, he said, should be consciously pushed and companies should be given adequate incentives to set up industry in non-urbanised areas. Mr. Aiyar said that States such as Kerala, Karnataka, Sikkim, Haryana, Rajasthan and Gujarat which had efficiently developed governance at the Panchayati Level were able to respond to the economic development initiatives of the Central government .
