NEW DELHI: Bharatiya Janata Party MLA Vijay Jolly on Wednesday accused the UPA government at the Centre of lacking the political will to implement the recommendations of the Delimitation Commission through which the electoral constituencies in the country would be re-adjusted. Addressing mediapersons, Mr. Jolly said prominent parties like the Congress and the Communist Party of India (Marxist) were wary of losing their political pockets and were therefore delaying the notification even though the delimitation process was nearly complete. Mr. Jolly, through a non-government organisation headed by him, Delhi Study Group, has filed a public interest litigation in the Supreme Court seeking early implementation of the Delimitation Commission recommendations. The PIL would come up for hearing on December 10 before a three-Judge Bench. In the PIL, Mr. Jolly has pointed out that the Delimitation Commission, constituted on July 12, 2002, had completed the delimitation of constituencies in 25 States by August this year. The delimitation process in only three States of Assam, Nagaland and Arunachal Pradesh had been stayed by the Guwahati High Court. But a special leave petition has been filed in the Supreme Court seeking vacation of the stay. It was argued in the PIL that instead of ensuring that the recommendations are notified, the Government extended the tenure of the Delimitation Commission on July 2 this year to July 31, 2008, the PIL pointed out. Further, it has been pointed out that as per Article 82 and Article 170 (3) of the Constitution, the re-adjustment and delimitation of these constituencies can become effective only from the date specified by the President through an order.
