Decision on Sakrama today

Penalty on small property may be reduced

Governor holds discussions with BBMP officials


BANGALORE: Even as the fate of the controversial Sakrama scheme is to be decided on Thursday by Governor Rameshwar Thakur and his Cabinet, sources said legal opinion on changing rules in the scheme had been sought from Advocate-General B.V. Acharya.

Penalties for sites with an area of 1,200 sq. ft. and below might be reduced, sources added. These decisions were taken after the Governor held marathon discussions with senior officials of Bruhat Bangalore Mahanagara Palike and his three advisers on Wednesday.

The Governor told presspersons that the executive committee would meet on Thursday during which a decision would be taken.

Refusing to elaborate on the discussions held in Vidhana Soudha, the Governor termed the meeting as “informal”.

Incidentally, law experts have pointed out that the Governor had no powers to make any changes to the Sakrama scheme as that would amount to a legislative action. The meeting on Wednesday follows a High Court directive that asked the State Government to reconsider the provisions incorporated in the Sakrama scheme and make it more people-friendly. The city witnessed widespread protests about the legality of the scheme and the high penalties imposed on building byelaw violators. The scheme was initiated by the previous Government to regularise illegal constructions across the State.
