Plea for empowerment of leprosy-affected persons

Demands socio, medico and economic development of such persons

India’s share of global burden in leprosy is

more than 50 per cent


NEW DELHI: A petition for empowerment of Leprosy Affected Persons (LAP) was submitted to the Rajya Sabha Chairman, Mohammed Hamid Ansari, earlier this week at the initiative of the former Union Minister Ram Naik.

The petition, signed by members of various organisations including the National Forum of LAP and the International Leprosy Union, has demanded socio, medico and economic empowerment of LAP. “All over the world leprosy has been eradicated to a large extent. However, India’s share of the global burden is more than 50 per cent. There are 700 self-settled LAP colonies in 23 States of the country. Much more needs to be done particularly on prevention, after-care and rehabilitation. Leprosy is treated as a social stigma even now. This makes the patient’s life miserable and it is necessary to create social awareness to eradicate this disbelief,” said Mr. Naik.

Pointing out that there are several Acts which came into being earlier when leprosy was considered non-curable and contagious, the petitions notes that with the advancement of science, leprosy has now become curable. “It is therefore necessary to review and amend nearly 16 Acts which include the Life Insurance Corporation Act, the Persons with Disabilities Act, the Prevention of Begging Act and the Indian Railways Act among others,” said National Forum of LAP president P.K. Gopal. The petition also demands formulation of a national policy for empowerment of LAP.

Other demands include a sustenance allowance of Rs.1,000 per month per LAP, free medical facilities in LAP colonies, free civic amenities including safe drinking water, electricity, toilets to all LAP colonies and financial help for the small scale trade and industry.
