RTOs, police advised to enforce the rules strictly Violation to invite fine; registration certificate can be suspended CHENNAI: Use of black film on the windscreen and rear windows of motor vehicles has been prohibited in Tamil Nadu. Violation will invite fine, which may extend to Rs.100 for first offence, and go up to Rs.300 for second or subsequent offence. The Government warned motor vehicle users that if they contravened the provisions of Rule 100 (2) of the Central Motor Vehicles Rules, the registration certificate (RC) of the vehicle would be suspended. As regards transport vehicle, in addition to suspension of RC, the Certificate of Fitness would be suspended. Vehicle users have been advised to follow the rules. Regional Transport Officers and the police have been advised to enforce the rules strictly. Transport Commissioner C.P.Singh said the Centre had detailed discussions with State Governments on the standard of safety glass and percentage of visual transmission of light through the windscreen glass. The Centre said that most of the motor vehicle owners used black films on the windscreen and rear windows. As a result, drivers could not have a clear side and rear view all the time, resulting in accidents. Also, there was possibility of illegal activities inside such vehicles. According to Rule 92 of the Central Motor Vehicles Rules, no person shall use or cause or allow to be used in any public place any motor vehicle which does not comply with the provisions of Chapter V i.e. construction, equipment and maintenance of motor vehicles. Specifications have been prescribed in Rule 100 for standard of safety glass, percentage of visual transmission of light through the windscreen and rear window. To avoid illegal activities inside vehicles and also in the interest of nation’s internal security, it has been decided that Rule 100 (2) should be enforced and strictly adhered to.
