Seminar on arrested persons’ rights

VIZIANAGARAM: The right to aspire for corruption-free governance was included by a judgment of the Supreme Court in 1996 in the human rights, Senior Civil Judge and secretary of District Legal Services Authority D. Dharma Rao has said.
Speaking at a seminar on ‘Arrested Persons Rights’ organised by Dalit Bahujan Shramik Union here on the occasion of International Human Rights Day on Monday, Mr. Dharma Rao said unfortunately the Apex Court ruling was often violated.

Detailing rights of persons arrested by the police, he said first of all the arrested must be produced before a magistrate within 24 hours and file a report.
Any delay in filing a report or producing the accused in court within the stipulated time would be construed as an attempt to distorting evidence/facts, he added.
In such a case, the relatives/friends of the accused could file a petition seeking interference of magistrate, he said and added that bail could be granted in non-cognisable offences.
