DAVANGERE: Functioning in Veterinary Department here has been affected with veterinary officers unable to visit Honnali and Channagiri and other places where outbreak of different diseases were reported some days ago. Routine work in the department had been affected as the new multi-purpose vehicle purchased by the department was taken over by Davangere Zilla Panchayat president Y. Ramappa. The Deputy Director, who did not attend many important meetings, had written to the Deputy Commissioner citing the reason that he could not travel as his vehicle was taken away by the president and hence he was not in a position to attend any meetings. A multi-purpose vehicle was purchased by the department some months ago under the Rashtriya Sama Vikas Yojana programme and the vehicle was meant to procure semen and different kind of animal breeds from the University of Veterinary Sciences, Bangalore, to here and from here to different villages. The zilla panchayat president had been given an old car which used to breakdown frequently. He had brought this to the notice of the Chief Executive Officer (CEO) who wrote to the Government seeking a new car for the president. Meanwhile, the zilla panchayat president had directed the veterinary sciences department to lend him a vehicle till an alternative arrangement was made. Since then the Deputy Director of the Veterinary Department and veterinarians had not visited any village. Government rulesAccording to government rules, an old vehicle can be replaced with a new one only if it had run three km or damaged in a major accident. The zilla panchayat chief executive officer had asked the Deputy Director to hire a vehicle. But the rules do not permit the official to hire a car as he had a designated vehicle. When the CEO requested the zilla panchayat president to hire a vehicle, the latter refused to do so.
