NEW DELHI: The members of the Municipal Corporation of Delhi Standing Committee on Thursday unanimously proposed to pass a resolution to refrain from demolishing illegally constructed 4th and 5th floors in Delhi. The proposal was keeping in mind the onset of winter and the hardship that the demolition drive would cause to the affected residents. Standing Committee Chairman Vijender Gupta said his party members would push for a one-time amnesty scheme for illegally constructed 4th and 5th floors and directed the Municipal Commissioner to refrain from implementing the sealing drive. “Since several pre-Board examinations and competitive tests are round the corner, we want to save the residents form facing unnecessary problems,” he said. Mr. Gupta also proposed the deployment of an “observer” at civic body meetings who would report directly to the Lieutenant-Governor. This proposal was a direct result of Wednesday’s meeting between Lieutenant-Governor Tejendra Khanna and members of the Standing Committee where Mr. Khanna advised the deployment of marshals to prevent unruly member from disrupting proceedings. Another issue that came up for discussion was granting licenses to the 22 notified-but-non-conforming industrial areas. Mr. Gupta said since under the Mater Plan for Delhi-2021, the onus for developing these areas was on the MCD, the civic body would begin the process by first granting licenses to these industrial estates. Some of these estates are at Samaipur Badli, Shahadra, Mundka Udyog Nagar South Side, Basai and Hyderpur. The Standing Committee also mooted certain minor modifications of the recently proposed rickshaw scheme. Some changes proposed include allowing old rickshaws to ply on the roads and relaxing the ceiling the initially proposed 72,000 ceiling on the number of rickshaws. As per the new scheme, the number of rickshaws allowed to ply will now solely depend upon the requirement.
