Ruling of CAT upheld

NEW DELHI: Upholding a ruling to provide reservation in promotion to physically-challenged persons by the Central Administrative Tribunal (CAT) here, the Delhi High Court has imposed costs of Rs.10,000 each on Chairman of Railway Board and General Manager of Northern Railway. A Division Bench comprising Justice A.K. Sikri and Justice Vipin Sanghi imposed the costs on the two for challenging the ruling in the High Court on “arbitrary” and “irrational” ground.
Northern Railway had denied promotion to a Group C physically-challenged employee to the post of Chief Office Superintendent (COS) on the ground that he would not be able to discharge his duty due to his disability.
