Banks reluctant to collect stamp duty for registration

SBH and SBI have expressed their inability to provide the services

They plead staff shortage to extend the services


BIDAR: While a few banks in the city are reluctant to start services for collection of stamp duty for registration of documents, some banks after having promised to offer these services have backtracked resulting in inconvenience to the people, who largely depend on State Bank of Mysore (SBM) for property registration.

A letter of October, 2007, from the District Registrar, Bidar, stated that State Bank of Hyderabad (SBH) and State Bank of India (SBI) were keen on providing registration services, but they have now expressed their inability to do so.

Last year, after taking note of the difficulties in registration of documents in the city, a letter from the office of Inspector General of Registration (Administration), Bangalore, had stated that SBH and SBI had agreed to offer services to collect stamp duty for registration of documents and distribution of documentation sheets at their other branches of the district from August, 2006.

Accordingly, SBH was to start the registration services at its ADB branch, Usman Gunj branch and Bidar city, while SBI should have started the services at its Bidar city branch and Corporation Bank at its city branch.

But even after a year, these banks have not started providing these services.

Shortage

When contacted, bank officials told The Hindu that they have staff shortage to attend to the people coming to the bank to pay stamp duty for registration of documents.

Another bank official said that people in long queues would affect the workings of banks and would also cause inconvenience to regular customers.

Submitted

President of the Bidar Chamber of Commerce and Industry (BCCI) said that a letter was submitted to the then Minister for Revenue Jagadish Shettar requesting him for a date to begin the issuing of documentation sheets and collection of stamp duty at banks. But, no concrete steps had been taken.
