ISLAMABAD: President Pervez Musharraf effected a series of changes to the Constitution late on Friday, a day before he was expected to lift the Emergency. One amendment was to ensure that the judges who did not take oath under the provisional constitutional order (PCO) could not be reinstated. Exercising his powers under the PCO, Gen. (retd.) Musharraf also got rid of a provision specific to him and introduced in 2003 that allowed him to hold the two offices of President and Army chief. He also amended the Constitution to give retirement benefits to the judges ousted by the Emergency. The legal status of the judges has been amended to ensure that they cannot be reinstated and their services stand terminated from November 3, 2007, the day the Emergency was imposed. He has also made amendments to establish a High Court in Islamabad and to lower the age of appointment of High Court judges from 45 years to 40.
