Ajay Maken NEW DELHI: Union Minister of State for Urban Development Ajay Maken on Sunday said the Centre was working at providing an amnesty scheme to building owners who have illegally constructed fourth and fifth floors in Delhi and are now faced with demolition. “We are working on providing relief to owners of fourth and fifth floors,” he said on the sidelines of a function organised by the New Delhi Municipal Council here. Asked whether the Government planned to bring in an Ordinance, he said there was no need for it. “There is no need for an Ordinance. We are examining the issue and hopefully we will come out with some solution,” he said. In the latest Delhi Master Plan, the Government has allowed construction of ground plus three floors and as per the guidelines, constructions beyond third floor in residential areas are illegal. Senior civic body officials had recently said no decision has been taken regarding the razing of illegal constructions beyond the third floor. The MCD had identified illegal constructions in 18,299 structures in 2005. The Minister also promised that the 6th Pay Commission report would be “good” for the employees as the Government was keen to provide comprehensive salary packages to attract quality human resource. “We do not want efficient employees to leave the Government services to join the private sector,” Mr. Maken said, adding that both Prime Minister Manmohan Singh and Finance Minister P. Chidambaram want to provide “comprehensive and good salary packages” to employees as for good governance efficiency of the employees was paramount. He said the report would be ready by March 31 next year. “Personally, I think it should be at par with the multi-national companies as attracting quality manpower is very important for efficiency in governance,” the Minister said.
