‘Raise salary ceiling for assistance to pregnant women’ ‘Regularise guideline value system’ COIMBATORE: Caste certificates for admissions to primary and middle schools should be dispensed with and special camps need to be held to issue certificates for other categories, Leader of the Opposition in the Coimbatore Corporation V.N. Udayakumar has said in an appeal to the State Administrative Reforms Commission that visited the city on Tuesday. In a memorandum to the commission, he called for a Government order to do away with this procedure for students of these schools. As for the other people, they had to approach the offices of the Village Administrative Officer (VAO), Revenue Officer and Tahsildar for the certificate. As the officials were often out of town on official work, applicants were not able to meet them and obtain the certificates quickly. To overcome this problem, the Government could order special camps from March to July every year for issuing the certificate, the memorandum said. Income and residential certificates could be issued by the VAOs as both income and residence were not always permanent. The 10-year ceiling for the issue of legal heir certificate should also be removed, Mr. Udayakumar said in the memorandum. The delay in issuing destitute and widow certificates and also one for certifying that transfer certificate and mark sheet had been lost was because this was the Tahsildar’s task. This could be done at the level of the Deputy Tahsildar in order to avoid the delay. At present, chitta copies on transfer of land pattas were issued at the office of the Tahsildars. This system should also be made easier for the applicants or land owners by computerising the offices of the VAOs so that the copies could be issued by them. A system of registering land sale in any part of the State should be introduced. As the entire process had been computerised, it would not be difficult to register the land in one district in any other area. The memorandum also called for steps to remove discrepancies in the existing guideline value system. The salary ceiling for financial assistance for pregnant women and also marriage assistance should be raised from Rs.1,000 to Rs.4,000.
