Asaduddin Owaisi HYDERABAD: Denouncing the ordinance approved by the State government on Monday against the backdrop of assaults on doctors, the Majlis Ittehadul Muslimeen (MIM) has described the enactment as a ‘licence for doctors to kill poor patients’. Speaking to reporters after meeting Chief Minister Y.S. Rajasekhara Reddy, MIM MP Asaduddin Owaisi and MLA Akbaruddin Owaisi alleged that the ordinance allowed doctors at teaching hospitals to go on with their misconduct and negligence unhindered. They said 95 per cent of patients who visited Government teaching hospitals were poor. Instead of passing laws in favour of vulnerable sections, the Government decided to protect the doctors. Mr. Asaduddin said the State government did not have a right to promulgate such an ordinance as the subject fell under the Concurrent List under Schedule 7 of Article 246 of the Constitution. The Chief Minister was wrongly advised. He added that the MIM would take on doctors at teaching hospitals whatever be the consequences. The party would launch a peaceful protest. In a memorandum submitted to the Chief Minister, the MIM wanted the government to drop the move to promulgate the ordinance as it was a bad law and could not be enacted without the prior consent of President of India. Ex gratiaMr. Asaduddin said Dr. Reddy had agreed to ex gratia of Rs. 1 lakh to the family of Zakira who died at the Government Maternity Hospital, Nayapul.
