NDC to consider Plan draft today

Plan draft envisages an overall investment of Rs. 36,00,000 crore

Savings rate envisaged to touch 34.8%


NEW DELHI: The National Development Council is meeting here on Wednesday to take up and endorse the Eleventh Plan draft, which seeks to raise the GDP growth rate to nine per cent from 7.6 per cent achieved during the Tenth Plan period.

The draft, envisaging an overall investment of Rs. 36,00,000 crore during the five-year period, was approved by the Cabinet last month.

With a Gross Budgetary Support fixed at Rs. 10 lakh crore, the Plan aims at achieving an average growth rate of nine per cent and complete the five-year period with a higher growth of 10 per cent during the terminal year 2011-12.

As per the draft plan, specific national and State-level targets have also been proposed to monitor the progress of social sector programmes.

For industry and services, the targeted growth rates have been pegged at 9-11 per cent, slightly higher than the industrial sector growth during the Tenth Plan period at 8.74 per cent and the services sector growth of 9.28 per cent.

While the savings rate is envisaged to touch 34.8 per cent, significantly higher than the 30.8 per cent achieved during Tenth Plan period, the investment rate is proposed to be increased from 30.8 to 36.7 per cent.

The incidence of poverty is to be reduced by 10 percentage points, generating seven crore new job opportunities and ensuring electricity connection to all villages.

To monitor the progress of the social programmes, 27 targets have been proposed at the national level and 13 at the level of States with regard to poverty eradication, education, the health status of women and children, infrastructure and environment. These are to be monitored regularly by the Centre and the State governments.
